# How Much Does Geomembrane Cost? Budgeting a Lined Pond or Landfill Cell

How much does geomembrane cost on a real project? The sheet is only one line in the budget. A lined pond, reservoir or landfill cell also pays for the protection layers, subgrade work, welding, seam testing, anchor trenches, freight and tax, and on landfills for the drainage and clay layers that sit around the liner. This guide sets out every cost head for a lined facility, shows how to take off quantities for a reservoir, and lists the layers a landfill cell budget has to carry under India’s Solid Waste Management Rules, 2016.

We do not quote rates here. Liner and geotextile prices follow polymer prices, and installation rates vary with site access, crew mobilisation and programme. Use the structure below to build your estimate, then fill it with dated quotes.

## Geomembrane cost heads on a lined project

Group the budget into five parts so that nothing is missed:

**1. Materials**

- Geomembrane sheet at the specified thickness and surface (smooth or textured)
- Protection geotextile under and, where cover soil is stony, over the liner
- Accessories: pipe boots, batten strips and fixings at concrete structures, sandbags for ballast

**2. Earthworks and preparation**

- Excavation and trimming of slopes to the design angle
- Compaction of the subgrade and removal of stones, roots and soft spots
- Anchor trench excavation and backfill around the perimeter

**3. Installation**

- Mobilisation of the welding crew and equipment
- Panel layout, deployment and ballasting
- Hot-wedge welding of long seams; extrusion welding of patches, corners and pipe penetrations

**4. Quality assurance and testing**

- Conformance testing of delivered rolls (thickness, density, tensile)
- Non-destructive seam tests: air-pressure testing of double-wedge seams (ASTM D5820) and vacuum-box testing of extrusion welds (ASTM D5641)
- Destructive seam samples tested for shear and peel (ASTM D6392)
- Electrical leak location survey after cover is placed (ASTM D7007), where the specification asks for it

**5. Logistics and tax**

- Freight, unloading equipment and site storage
- GST on supply and on installation services
- A contingency for repairs and re-testing

For converting supplier unit rates (per sq ft, per sq m, per kg) onto one basis before you fill in these lines, see [geomembrane cost per square foot](https://oceangeosynthetics.com/geomembrane-cost-per-square-foot/).

## Illustrative quantity take-off: a 50 m × 40 m reservoir

Quantities drive cost, and the liner area is always larger than the plan area. Take a rectangular reservoir 50 m × 40 m at the top, 4 m deep, with side slopes of 1 vertical to 2 horizontal.

| Step | Working | Area |
| --- | --- | --- |
| Bed | Each slope runs 8 m, so bed is 34 m × 24 m | 816 sq m |
| Slope length | √(4² + 8²) | 8.94 m |
| Long slopes (2) | (50 + 34) ÷ 2 × 8.94 × 2 | 751 sq m |
| Short slopes (2) | (40 + 24) ÷ 2 × 8.94 × 2 | 572 sq m |
| Anchor trench | 180 m perimeter × about 1.5 m of sheet per metre | 270 sq m |
| Net liner area | | about 2,410 sq m |
| Overlaps and offcuts | assume 5–8% (confirm with installer) | 120–190 sq m |
| Order quantity | | about 2,530–2,600 sq m |

The water surface is 2,000 sq m. The order is around 27–30% larger. The same net area applies to the protection geotextile, and the seam length (which drives welding time and testing) depends on roll width: with 7 m wide rolls, expect roughly 2,410 ÷ 7 ≈ 345 m of main seams plus detail welds.

At 1.0 mm, HDPE weighs about 0.94 kg per sq m, so the liner alone is around 2.4 tonnes. That figure goes to the transporter when you ask for freight.

All the numbers in this table are illustrative. Your designer’s drawings and the installer’s panel layout set the real quantities.

## A landfill cell carries more layers

An MSW landfill base liner in India is a composite system. Schedule I of the Solid Waste Management Rules, 2016 calls for a 1.5 mm HDPE geomembrane (or equivalent) over 90 cm of compacted clay or amended soil with permeability no more than 1 × 10⁻⁷ cm/s, with a leachate collection layer above. A cell budget therefore includes:

- **Clay or a GCL.** A [geosynthetic clay liner](https://oceangeosynthetics.com/products/geosynthetics-clay-liner/) is often used alongside or in place of part of the clay layer where good clay is far from site. Price both options with haulage.
- **1.5 mm HDPE geomembrane**, smooth on the base and textured on side slopes where friction holds the system in place. See [HDPE sheets](https://oceangeosynthetics.com/products/ocean-geomembrane/high-density-polyethylene-sheets-hdpe/) for grades.
- **Protection geotextile** above the liner, so the drainage gravel does not puncture it. Nonwoven [geotextiles](https://oceangeosynthetics.com/products/geotextile-manufacturers/) are chosen by mass and puncture strength.
- **Leachate drainage**: gravel with perforated pipes, or a [drainage geocomposite](https://oceangeosynthetics.com/products/geo-composites/) on slopes.
- **More testing.** Regulators and PMCs expect full CQA records: roll certificates, seam logs, destructive test results and often a leak location survey.

Ocean has supplied this kind of system, for example the [1.5 mm HDPE liner at the Srinagar landfill in Uttarakhand](https://oceangeosynthetics.com/ocean-hdpe-liner-1-5-mm-enhances-srinagar-landfill/).

## Where budgets go wrong

**Plan area used instead of developed area.** The take-off above shows the gap.

**Underlay left out.** A liner priced without a geotextile on stony ground is either under-specified or will come back as a variation. At Nuh, Haryana, a [pond was lined with HDPE over PET geotextile](https://oceangeosynthetics.com/hdpe-liner-pet-geotextile-pond-nuh-haryana/); price the pair together from the start.

**Testing priced as “by others”.** If nobody is paid to test seams, they may not be tested. Put CQA in the contract and name who does it.

**Weather and access.** Welding stops in rain and strong wind, and HDPE moves with temperature. Remote sites need crew accommodation and generator power. Allow time and money for both.

**Repairs after cover placement.** Machines working on cover soil can damage the liner. Specify minimum cover thickness under tracks and keep a repair allowance.

## Getting a quote you can budget from

Send the supplier and installer the same package: drawings or top dimensions, depth and slopes, the liner specification (thickness, surface, standard such as GRI-GM13 or IS 16352), whether underlay or GCL is needed, the testing scope, site location and programme. Ask for supply and installation as separate lines so you can see where the money goes. For farm and fish ponds, [pond liner price](https://oceangeosynthetics.com/the-ultimate-guide-to-pond-liner-price/) covers the smaller-job version of the same exercise.

## Frequently asked questions

### Is installation a large share of geomembrane cost?

It can be, especially on small or complex jobs with many corners, pipes and short seams, or on remote sites where mobilisation is a fixed cost spread over a small area. On large, simple cells the sheet usually dominates. Ask for supply and installation as separate prices.

### How much extra liner should I order beyond the plan area?

Calculate the developed area of bed, slopes and anchor trench, then add an allowance for welding overlaps and offcuts that your installer confirms from the panel layout. In the illustrative reservoir above, the order is about 27–30% more than the water surface.

### Do I always need a geotextile under the geomembrane?

Not on fine, well-compacted soil free of stones. On gravelly or rocky subgrade, or under drainage stone on a landfill, a nonwoven geotextile is standard protection, and it should be in the budget from the first estimate.

### Which tests should be in the contract?

Roll conformance tests, air-pressure tests on double-wedge seams, vacuum-box tests on extrusion welds and destructive seam samples. For landfills and lagoons, add an electrical leak location survey if the specification requires it.

### How long does a geomembrane quote stay valid?

Usually a short period, because polymer prices change. Check the validity date and whether freight and GST are included. [Contact us](https://oceangeosynthetics.com/contact/) with your drawings for a dated quote.
